The methodsLocale::getIcuVersion(); andLocale::getIcuDataVersion(); isn't available in 2.0

Another good catch, I hadn't noticed this until your last PR. I'll merge this into 2.0, but then when it I merge 2.0 into 2.1, it'll remove these methods. So, I'll merge, and then put them back once again in 2.1. Just saying that in case anyone sees this and wonders.
