Goal of this issue is to provide an unified set of tools across all platform.
Moreover some new series could not be upload due to missing support on tools.
Ex: H7 with texane STLink.

Now ST provide theSTM32CubeProgrammer which is multi-OS and support several upload method (SWD, Serial, DFU,...)

All old tools will be removed and replaced by STM32CubeProgrammer CLI.

Main drawback is that tools will not be provided thanks a package. User will have to install it manually on his host machine.
