When shared_result cache is empty but artifacts exist, the build wasincorrectly skipped, leaving app.warning empty. Force freshenv=Trueand disable build skipping in this case to ensure warnings are generated.Fixessphinx-doc#14104Signed-off-by: Benjamin Cabé <benjamin@zephyrproject.org>
