Python 3 (from 3.3 onwards) supports a version-independent style to create type objects, namelyPyType_FromSpec. Since we routinely have to update theinterop*.cs files right now, and this is our only version-dependency once the new DLL loading lands, we should refactor things to take advantage of this.
