This PR:

  1. puts all tests into a common structure so that only utility scripts stay insidetools:
├── tests│   ├── functional│   │   ├── data│   └── unit│       ├── data│       ├── objects├── tools
  1. Uses pytest as the test runner for unit tests (but keeps unittest Testcases for now)
