Addtype.__fqn__ read-only attribute
Add "!t" conversion to format string
Add ":T" format totype.__format__()
Add "%t" and "%T" formatters to PyUnicode_FromUnicodeV(), and so to
PyUnicode_FromUnicode() and PyErr_Format().
