v1.7.10 adds support for YAML anchors and aliases, now supported by GitHub Actions (seehttps://github.blog/changelog/2025-09-18-actions-yaml-anchors-and-non-public-workflow-templates/)

Shall we bump all the hooks at the same time?prek autoupdate orpre-commit autoupdate.

I expect it'll pull in some Black/Ruff 2026 style changes.
