Deprecate old Python initialization functions:

PySys_ResetWarnOptions()
Py_GetExecPrefix()
Py_GetPath()
Py_GetPrefix()
Py_GetProgramFullPath()
Py_GetProgramName()
Py_GetPythonHome()

_tkinter uses sys.executable instead of Py_GetProgramName().
