pg_ctl: Improve message

Change message for restarting a server from a directory without a PIDfile. This accounts for the case where a restart happens after aninitdb. The new message indicates that the start has not completed yetand might fail.Author: Jesper Pedersen <jesper.pedersen@redhat.com>
