libpq doc: Clarify what commands return PGRES_TUPLES_OK

The old text claimed that INSERT and UPDATE always returnPGRES_COMMAND_OK, but INSERT/UPDATE with RETURNING returnPGRES_TUPLES_OK.Josh Kupershmidt
