Doc: make src/test/*/README match current reality.
Commitc3382a3, which moved the implementation of PG_TEST_EXTRAfrom src/test/Makefile into individual test scripts, broke thedirections given in the subdirectory README files about how to runthese tests by hand. Update. Also mention wal_consistency_checkingin recovery/README --- that omission isn't the fault ofc3382a3,but it's still an omission.
