In checkpoint, move the check for in-progress xacts out of critical section.

GetVirtualXIDsDelayingChkpt calls palloc, which isn't safe in a criticalsection. I thought I covered this case with the exemption for thecheckpointer, but CreateCheckPoint is also called from the startup process.
