doc: Fix documentation of local_preload_libraries
The documentation used to suggest setting this parameter with ALTER ROLESET, but that never worked, so replace it with a working suggestion.Reported-by: Kyotaro Horiguchi <horiguchi.kyotaro@lab.ntt.co.jp>
