Pandas version checks
I have checked that this issue has not already been reported.
I have confirmed this bug exists on thelatest version of pandas.
I have confirmed this bug exists on themain branch of pandas.

Issue Description
to_csv() doesn't escapequotechar whenquoting=csv.QUOTE_NONE.
a b"c def"a2 "cExpected Behavior
quotechar gets escaped usingescapechar even whenquoting=csv.QUOTE_NONE.
This is the behavior of the csv module.
