There is now ascipy-openblas32 wheel for win-arm64 on PyPI. How can we use it in the cross-compilation build in thewin-arm64 build? In the spin-based builds we have a command line option, do we need to reproduce the work done there (installing pkgconfig, using it to get the include CFLAG and lib link flag in the cross command file) or can we start using spin directly?
