The 6.7.1 wheels on PyPI do not conform to manylinux 2.28 due torequiring glibc 2.35 symbols, and cannot be loaded on Ubuntu 20.04,which has glibc 2.31. So we need to pin that back to avoid testfailures.

This is a manual backport of#28597 because this branch has a Python 3.9 job that
