Ah, I just haven't tagged the final 3.8.0 on the theme yet, so this PR is a bit early. I'm waiting for a couple of the other PRs to build to confirm before tagging. |

I've now tagged mpl-sphinx-theme 3.8.0, and restarted CircleCI here. |

PR summary
We only want the dev version on devdocs. Releases should get their corresponding theme.
Note that even though this was unpinned for the
v3.7.xbranch as well, it inadvertently worked because the version number inmpl-sphinx-theme'smainbranch was still 3.7.1, so it never replaced the version from PyPI.PR checklist
