As requested by@tacaswell, a PR with an update on the windows build instructions in V3.2.1 doc.

The paragraph on matplotlib-winbuild has been updated and now links to an updated version of the script that allows windows users to build matplotlib on Python 3.5 or higher. Also a note was added that the master branch currently downloads and builds own versions of freetype and qhull.
