Problem

The currentlicense text is VERY similar to
PSF-2.0 But has some slight variations as noted in theclearly defined curation. This leads to a recurring issue that needs to be manually addressed as the current license text is non-standard as per thespdx license standard.

Suggested improvement

• Can the license file noted above be adjusted to an spdx standard license (Whichever the maintainers see fit, though the past few versions note "Python Software Foundation License (License agreement for matplotlib versions 1.3.0 and later" on pypi which isn't standard license text
• https://pypi.org/project/matplotlib/ should be updated (or at least appended to) to include the new spdx license id
