STORY: Users can determine whether a colormap is designed to be compatible with colorblindness.

Tasks:

Add e.g.colorblindfriendly attributes to colormaps
Display attribute in the docs
Display attribute in the new colormap_repr_png_
Add _repr_png_ for figures with no configured IPython backend #17891
