Motivation

We used to havedill as a base dependency since it was needed by the CLI for state serialization.
Nowadays, serialization is done completely in the runtime; therefore, this is not strictly necessary.

Changes

  • Movingdill in the runtime dependencies.

Addresses PNX-566
