[HIP][CUDA] Support for header file types .hiph, .cuh (fixes 148972)#148973

With this change, clangd interprets .cuh and .hiph extensions as header filesfor CUDA and HIP respectively. This is necessary to allow clangd to correctlydetermine the compile command for these header file types.This solution is inelegant, as it forces the user to use .cuh and .hiph extensionsfor these header types, and while .cuh is fairly standard, to the best of myknowledge there is no standard extension for HIP header files. I believe a bettersolution would be to pass the HIP/CUDA extensions to clangd via the configurationfile mechanism.

This solution is inelegant, as it forces the user to use .cuh and .hiph extensions for these header types, and while .cuh is fairly standard, to the best of my knowledge there is no standard extension for HIP header files. I believe a better solution would be to pass the HIP/CUDA extensions to clangd via the configuration file mechanism.
