Update `git_fetch_options` to break out the fetch options intoindividual options. This prevents creating an API breaking change fromv1.7.0. `git_remote_update_tips` retains the `update_flags` to alsoavoid an API breaking change.
Update the ordering of `GIT_REPOSITORY_ITEM_WORKTREE_CONFIG` to avoidbreaking the ABI unnecessarily.
