The docs build has been failing for a while on Gitpod with the following error:

ValueError: ZoneInfo keys may not be absolute paths, got: /UTC

This seems to be related tonektos/act#1853.

Code changes

Apply the trick fromnektos/act#1853 to setTZ=UTC.
