The text that stipulates reject or replace athttps://tools.ietf.org/html/rfc7230#section-3.3.2 should probably say that if the values differ than browsers should definitely reject. Only Chrome currently does so consistently perweb-platform-tests/wpt#10548, but I'm going to try to get the others on board.
