Adds a new `fuzz_diff.py` fuzz target that covers `Diff` classinitialization using fuzzed data.

The `fuzz_diff` target is introduced in:gitpython-developers/GitPython#1914
Property access and private methods on the `Diff` class are complex andinvolve encoding and decoding operations that warrant being tested.This test borrows its design from the `test_diff.py` unit test file.
