Implement ListStarredRepositories in starred_repos.go
Register tool in the repos toolset
Add comprehensive tests for listing and fetching the latest release in starred_repos_test.go
All tests pass, confirming correct integration and behaviour

Add new tool to list starred repositories for a given user with support for:- Sorting by created or updated date- Ascending or descending order- Pagination with configurable page size- Comprehensive test coverage with snapshot testing
