This PR enables the emptyexperiments toolset in the Go SDK by uncommenting the toolset initialization and registration code. The toolset was previously defined in metadata and documented, but was commented out in the DefaultToolsetGroup function.

Enable the empty
experiementstoolset to finish things off.
