Describe the bug

It looks like the tool is not working as expected. Is it not including the comments that are added outside of a "Review" context?microsoft/windows-rs#3754 clearly has several comments but theGet pull request comments tool is unable to get them.

Steps to reproduce the behavior

1. "Get PR comments fromdocs: update README to include guidance on using looser semver ranges for dependencies microsoft/windows-rs#3754"
2. GHCP usesGet pull request comments tool from remote Github MCP server
3. tool returns empty response

Expected vs actual behavior

I expect this tool to actual return the comments i see inmicrosoft/windows-rs#3754
