Added a tooltip to display explanations for
increment stepwhen initializing a release. There was already a tooltip widget made for conductor status in thisPR. That widget has been exported and re-written as a common widget so it could also be used to initiateincrement steptooltip and in the future, any other tooltips as well.Issue
