Manual backport ofcrrev.com/c/7156576.
This reduces the amount of visual artifacts that we see while resizing a window on Windows. However, it does not yet fix the visual artifacts fully. To fix them fully, we'll also needcrrev.com/c/7115438. (I'll backport that CL once it's merged.)
v40 will pick up the patch through#49058.
v41/main will pick up the patch through#48958.
