slack: fix template field indexing when next_cursor is absentDon’t update the fleet health status to degraded when HTTPJSON template evaluation fails due toa missing `next_cursor` field, or when the evaluation is empty while setting `url.params.cursor`.This change bumps minimum kibana version to ^8.19.4 || ~9.0.7 || ^9.1.4
