Describe the bug

When moving from a Interactive Server page to a Static page (with the [ExcludeFromInteractiveRouting] at the top) via NavigationManager it goes to a not found page.

Although we can fix this issue by using forceReload=true it means other pages have to be aware what type of page they are navigating to.

Expected Behavior

It should behave as clicking a link does where it automatically does a full page refresh when going to pages with ExcludeFromInteractiveRouting attribute

Steps To Reproduce

1. Setup a new project with the below settings:

2. Change app component to use below logic:

3. Add a button to the Home page with a click event to call Navigation Manager to another page (say weather)
4. On weather page add the ExcludeFromInteractiveRouting attribute
