maybeWaitForRunning can take indefinitely long because it prompts forconfirmation, and in that time, client certificates can expire. Startsetup fresh after this call to make sure the REST client uses the latestcertificates.

This is a followup tocoder#431. It addresses the need to also recreate theREST client used inside `maybeWaitForRunning`, since it makes API callsbefore returning to `setup`.
