Adds a makefile withtest,fmt andlint, and a CI workflow job for each that runs them.
lint andfmt use macOS runners becauseswiftformat comes preinstalled, and installingswiftlint onto an Ubuntu runner is difficult.

I've manually verified that thelint andfmt are getting reported in the GitHub Actions format, and are correctly showing up on theFiles changed tab as warnings & errors.
