Largely copied from the v1 action which does the same. Did a bunch of prep work to get the tap ready for this, and now we should be ready to go. :)

The only this is that I don't know how the permissions are set up in the v1 repo to allowgit push to the homebrew-coder repo. There might be a bit more work to do there, but I'm not sure. (hoping@deansheather will know)
