After some thinking, I think we should say "attempt to" since sometimes Coder may not be able to stop a failed workspace due to reasons outside of Coder's control (e.g. invalid API token, etc). These reasons may be why the start failed in the first place. However, it may have also been a flake, or fixed by an admin by the time the stop occurs.
@Kira-Pilot - feel free to veto.
