Closes#20711We now allow agents to be created on dormant workspaces.I've ran the test with and without the change. I've confirmed that -without the fix - it triggers the "rbac: unauthorized" error.

We now allow agents to be created on dormant workspaces.
I've ran the test with and without the change. I've confirmed that - without the fix - it triggers the "rbac: unauthorized" error.
