Adds a new fieldtunnel_use_soft_net_isolation to the VPNStartRequest that is used to enable the new Coder-made soft isolation mode in tailscale'snetns package.

The protobuf changes are backwards compatible because the default bool value offalse matches existing behavior. No RPC major version bump is required.

Updates Tailscale to incorporate the new soft isolation switch added incoder/tailscale@4941977
