I've got pretty much the whole backend plumbed through, but it's way too big of a diff to review all at once.

• GetFileIDFromTemplateVersionID gets us the file ID to request from the "file cache"
• GetTemplateVersionTerraformValues gets us the Terraform plan

Both of these serve to get the things we need from the database, in order to pass them to the evaluation engine.
