Addresses#16529.

Changes in the PR

  1. Remove the "from scratch" option from the "create template" button dropdown
  2. Remove the prominent "Scratch Template" tile, replace it with a regular tile among other starter templates, and hide it deep within the list
  3. Hard-code the Docker Containers template to show up as the first template in the list, since that's what new users should generally start with
