Right now, the only entries in thenotification_templates table are entries of kindsystem. These templates are used for system-related notifications, and are "owned" by the system.

All users need access to list these templates as part ofcoder/internal#19.

For now, I've removed the RBAC check onGetNotificationTemplatesByKind. In the near future when we enable operators to create their own user-defined notification templates, we'll implement the RBAC check here.

All mutative actions onnotification_templates entries are still protected by the authorization check.
