As an admin I want a view that will let me see all users and the org they belong to.
Note: we may also want to add the ability to see what workspaces they have created and are using.

Things like this can be added later provided we build the view in a way that properties can be easily added later to the view.

• Create Admin drop-down menu (formerly Manage) (copied from v1 but with different name and fewer contents)
• Put Users, Orgs, and Settings (formerly Admin) in it
• Create stub pages for Users, Orgs, and Settings
• Test the links
• Test that the Admin menu is only accessible to admins if RBAC is set up by now
