@kconley-sq brought up a good point: we should consider ordering the template list by the number of users instead of alphabetically.

Some reasons:

• promote (list first) templates that many developers are actually using
• ordering alphabetically was an arbitrary decision (although better than created_at)

#3102 also helps with this: groups can be created to hide or deny users from seeing specific templates
