Steps to Reproduce

1. Open coder installation with no templates as an Admin
2. Open Templates page from menu ([app link]/templates/)
3. Click on Create a template link (loads [app link]/templates/new)

Expected

Till page is implemented display a message that is not implemented, as loading indicator is confusing.

Actual

Loading indicator is displayed and nothing happens
