Thecoder_metadata resource has aresource_id field to allow a user to explicitly associate a metadata field with a terraform resource. This field is not considered during the traversal of TF resources. You may get lucky because using it to reference a resource establishes a relationship in the graph but you're ultimately at the mercy of the traversal.
