Coder v2.18.2 (unsure if an earlier v2.18 version) introduces a regression where a user on an Enterprise (not premium) version cannot view their groups. Contact me if you need access to a license

To reproduce:

• Use an older version of Coder (e.g. v2.16)
• Attach an enterprise license
• Create a group
• Upgrade to v2.18
• Try to access your group or create another
