This helps but not fully solves#1321

Essentially, when I'm showing a workspace, sometimes I need to dig into the underlying infrastructure to more deeply understand it. This is especially true if I am an administrator.

What I would like is Coder to give me the "infrastructure link" to each resource. In the case of a GCP instance, this would be a link to the GCP dashboard with the instance pulled up. We can supply these automatically for common resources, and give the user a way to modify it with anoutput block in the TF.

This use case is well-proven by customers, since all of them dig into a broken workspace pod from time to time.
