We want to be able to distribute the load generation from a single-instance running e.g.coder exp scaletest workspace-traffic to multiple instances (different machines, pods, etc).

To achieve this, we could allow the command to target workspaces (or users) by number, let's say we do--target-workspaces 1-100 for one command and--target-worksapces 101-200 for the other.

We don't need to assign numbers to the workspace, we can consider them numbered in their "sorted" order.

This can be combined with the existing--template xxx filter to further reduce the group.
