Allow disabling registry integration for air-gapped installations #10684

Context

Air-gapped installations could wish to turn off registry integration altogether. We should provide a deployment configuration flag to turn off integration.

Suggestion

Add a flagCODER_DISABLE_REGISTRY_INTEGRATION that will turn off integration with the regsitry when set totrue. This should default tofalse for all new installations.
